This general report memo is for general circulation amongst those of the High command with secrets level 3 and higher.

If you do not have secrets level 3 or higher, reading this document is a crime against the Reich, punishable by no less than five years imprisonment.


Developments in the Saturnial Volumes

Ever since Captain Robert Scott's disastrous expedition in 1911 and Capitan Shackleton's follow up three years later, the British have enjoyed a decisive advantage in access to the Aussereleerraum. Whilst only specially constructed research vessels of the other Great Powers can achieve traction at such distances from the Sun, light British warships with Diamondvine rigs (of which active service numbers 73 as described in Memo 24565) can easily manage the feat.

This memo combines three years of reports and long range observations, as well as drawing on the testimony from Professor Richard Hesse who has recently returned from Titan.

Summary

1. The British are attempted to build the same unbreakable hold over Saturn space as they have over Venus, with a local loyal population.
2. Their main focus is with the inner moons, appearing open to more international development on Titan and contact with the Titanians
3. Something of high strategic value exists within or near Saturns rings, and the British wish to retain exclusive access and knowledge of it.
4. However the flow of personal and resources has not focused on this discovery; it appears to be important but not urgent.
5. The main locus of British activity is on the minor moon Telesto (in Tethys' leading Lagrange point), where significant construction of gravity wheels and port facilities has occurred.
6. Over 90% of the 80k population dwell permanently or temporarily at Telesto City, due to the exceedingly low gravity of most of the inner moons.
7. No strategic metals have been located, in fact British efforts are dependent on the minor moon Phoebe to continue construction.
8. Titanian chemical products appear to be a lucrative resource after the initial start up.
9.The Commonwealth of British Realms appears to be driving force behind efforts here, with Venus and India much more reluctant to contribute funding. Minister for the Outer System Thomas Anderson is the largest proponent of intensive efforts within the Commonwealth Cabinet
10.The British presence is nowhere near self sufficient.

Policy Recommendations

1.Assign more assets to uncovering the secret of the Rings, but it is not top priority.
2.Use our knowledge of a secrets existence as a diplomatic lever
3.Press for greater access to drive a wedge between the three Kingdoms if a general Anti-British policy is adopted
4.Telesto City is very vulnerable to kinetic kill vehicles, altering War Plan 7 to reorientate the automaton assets in the Asteroid Belt should be considered.
